Terms of Reference (ToR) for Strengthening Outbreak Notification and Response Program Country Monitoring and Evaluation Consultant


Position Overview

The Task Force for Global Health (TFGH) Strengthening Outbreak Notification and Response (SONAR) project is a Global Fund (GF)-funded project aiming to improve countries’ capacity to timely detect, notify, investigate, and respond to emerging outbreaks. The program is aiming to improve countries capacity for reduced time and improved quality and capacity of outbreak detection and reporting, improved epidemic intelligence and use of surveillance data for timely decision-making and improved cross-sectoral and cross-country coordination and collaboration for better, faster outbreak detection and response.


The TFGH program in the Philippines is looking for a consultant trained in epidemiology to provide technical assistance for a range of activities pertaining to early warning surveillance systems. The epidemiologist will be assigned to the Department of Health (DOH) and be directly supervised by the National Team Lead from TFGH. The individual’s role involves offering technical support primarily at the national level, with the possibility of supporting subnational level issues at the discretion of the TFGH National Team Lead. The role primarily focuses on Monitoring and Evaluation (M&E), including tracking the SONAR work plan implementation, adopting M&E framework, and preparing reports. Additionally, the consultant will support surveillance planning and coordination, assist in implementing surveillance strategies and response plans, facilitate training, and contributing to overall project management and implementation.


Key Responsibilities:

  • Monitoring and evaluation:

    • Coordinate between the DOH and TFGH SONAR HQ M&E team, to support the SONAR countries’ M&E framework implementation, and provide updates as needed.

    • Support the development and adaptation of M&E frameworks, indicators and data collection methodologies to track progress and outcomes of surveillance activities and implementation of the GF-supported workplan of the DOH.

    • Support the ongoing monitoring of country-specific indicators included in the M&E framework, including data collection, validation, summarization, and reporting to National Lead and the DOH.

    • Support baseline assessments and periodic evaluations of key surveillance activities supported by SONAR, as outlined in the M&E Framework and as needs determined by the DOH.

    • Prepare and present M&E reports to the DOH, TFGH, GF, and other stakeholders, highlighting key findings, challenges, and recommendations, and map implementation bottlenecks for discussion.

    • Provide technical assistance to DOH staff in data collection, analysis, and interpretation, and support the integration of M&E findings into program planning and decision-making.

    • Gather stories and data to demonstrate the impact of surveillance activities, and track deliverables of SONAR work plan activities, ensuring thorough review before submission.

  • Planning and coordination

    • Serve as TFGH Global Fund project technical support person in the country supporting all project activities, including both Event-based Surveillance and Response (ESR) at community and healthcare facility level.

    • Provide technical support to develop or update surveillance protocols and policy documents where necessary.

    • Support the logistical planning of event-based and other early warning surveillance activities.

    • Assist the National Team Lead in coordinating activities of DOH Central and Regional Offices, and other partners, aiding in the implementation of all projects activities

  • Surveillance Implementation and Workforce Capacity Building

    • Assist in developing and implementing surveillance strategies and outbreak response plans, coordinating with other TFGH consultants as needed.

    • In collaboration with the National Lead and other TFGH consultants, assist the DOH in planning, developing, and providing training and mentoring for surveillance, working with partner organizations.

    • Engage, monitor, facilitate, and supervise project-supported trainings as needed.


Other responsibilities:

  • Be responsible for planning and execution of coordination calls/meeting between principal recipient, sub recipients, TFGH and or other in country partners as needed. Capture meeting minutes and follow execution of action points.

  • Support the National Lead in general program management, organization, and reporting duties.

  • Perform other related duties as required by DOH and TFGH.


Supervision and oversight:

The Contractor will report directly to the TFGH National Team Lead but will also work closely with the Regional Advisor and SONAR M&E team at TFGH headquarters in Atlanta.


Deliverables will include:

  • Monthly activities report and invoice due on the 3rd of the month to TFGH

  • Quarterly and annual reports on key performance indicators, as outlined in the SONAR country M&E Framework

  • Attendance of monthly SONAR consultants call organized by TFGH


Place of Assignment/Travel:

The consultant, under the SONAR project, will be assigned to the DOH Central Office, support the priority regions, and be directly supervised by the National Team Lead from TFGH. Up to 50% travel outside of duty station may be required.


Qualifications:

  • Education: MPH or equivalent public health degree

  • At least 5 years’ experience in public health with relevant experience in program monitoring

  • Proficiency with standard software packages including Microsoft Excel, Word, and PowerPoint Presentation.

  • Working knowledge of the Department of Health

  • Proficiency in English (writing and speaking)


Timeline:

The contract period is from November 1, 2024 to December 31, 2025, subject to satisfactory work performance throughout the period.
